FIFA added Six new rules to football in 2023 season

 

Know more about the changes that FIFA-approved football rules for 2022 and 2023


 1) A Shift in the Number of Football Substitutions 

Have a look at how Football Rule 3 has been modified to address the number of replacements. 

FIFA, confederations, and national organizations must define the maximum number of substitutes in official competitions, which is 05 (five). In men's and women's competitions where the top clubs or absolute national teams compete and when the rules of the competition require a maximum of 05 (five) substitutes per team, each team: Will have a maximum of 03 (three) opportunities to make substitutions.

2) Modification to the World Cup Series' opening draw:

This modification relates to the football rule. 8. With regards to how the game is initiated, the winning team gets to choose whether or not to take the kickoff after the referee flips a coin to determine the field. 



3. Modifications to the Penalty Toss Regulation 

This modification affects Rule 10, which deals with the determination of free kicks from the penalty mark. 

According to the new rule, coaching staff members may receive warnings and red cards during the penalty shootout in addition to players and replacements.

 

4) Using the Hand to Block a Clear Goal Opportunity or a Goal 

The clarification made by this amendment pertains to a foul hand on the ball that obstructs a goal or a clear scoring opportunity.

No matter where the infraction occurs, a player shall be dismissed if he uses his hand to block a goal or a clear scoring chance for the opposition team (unless it is the goalkeeper in his own penalty area). According to FIFA, it could be misunderstood that the goalkeeper could be dismissed for holding the ball in his own penalty area when it refers to handball offenses in the section of Law 12 devoted to missed opportunities to score goals. The "Offenses punishable by sending off" section has been updated to reflect this.

5) Absence of an Outside Agent 

Unless the player left the field of play without the referee's permission, in which case an indirect free kick will be awarded, the game will restart with a ground ball from the point on the boundary line where the player left the field of play if a player has fouled an outside agent on or off the field of play and the referee has stopped play. 

FIFA explains that the regulation is unambiguous in that it does not allow for a free kick when an offense against an outside agent is committed. Yet if a player leaves the field of play without the referee's approval and then fouls, that player will be penalized.

6) The Goalkeeper's Placement During the Penalty Kick 

a modification to Football Rule 14 regulating the goalkeeper's position during the penalty kick. 

The goalie must have at least a portion of one foot on, behind, or in direct contact with the goal line when taking a shot. 

FIFA has made it clear that when taking a maximum penalty, the goalie was previously required to have at least a portion of one foot touching or stepping on the goal line (either during the match or in the penalty shootout). There was therefore a technical foul even if there was no unfair advantage obtained by the goalie having one foot in front of the goal line and the other behind it.
