Early Life and Education 

Cletus Apul Avoka was born on November 30, 1951, He hails from Teshie, in the Upper East Region, near Zebilla Bawku West. He graduated from Navrongo Secondary School and the University of Ghana with an L.L.B in 1976. In 1978, he graduated from Ghana School of Law with a Bachelor of Laws degree. 

Following the 2012 general elections, he was replaced as Majority Leader by Benjamin Kunbuor for the 6th Parliament of the 4th Republic. Until January 2010, he was the Minister of Interior in John Atta Mills' National Democratic Congress cabinet in Ghana.

His first ministerial role was in Jerry Rawlings' ministry as Minister of Lands and Forestry.

 From 1993 to 2005, he was the Member of Parliament for the Bawku West constituency in Ghana's Upper East region.

He was elected as the second MP for the Zebilla constituency in the 2008 parliamentary election and took office in January 2009. 

Year 2000 Elections 

From 2000 to 2004, Avoka served as the Member of Parliament for Garu Tempane.  He was elected as a member of parliament for the Garu-Tempane electorate in Ghana's Upper East Region in the year 2000. He was elected to the Upper East Region as an independent candidate. With 14,282 valid votes cast, Akudibila was elected. 

This amounted to 45.40 percent of the total number of valid votes cast.

He beat out the National Democratic Congress's William Azuma Dominic, the Peoples National Convention Party's William Pullam, the New Patriotic Party's Emmanuel S.N.Asigri, the Convention Peoples Party's Tindogo D.Ashock, the United Ghana Movement's Halid M.Yussif, and the National Reform Party's Hamidu Sahanona. 
Out of the total valid votes cast, these received 12,224, 2,908, 1,360, 293, 246,138 votes, respectively.  These corresponded to 38.90 percent, 9.20 percent, 4.30 percent, 0.90 percent, 0.80 percent, and 0.40 percent of all valid votes cast, respectively. 

During the 2008 Ghanaian general elections, he received 13,074 votes out of 32,215 valid votes cast, or 40.50 percent, over Appiah Moses, who received 10,470 votes, or 32.50 percent, John Akparibo, who received 6,701 votes, or 20.80 percent, Sulley Awanni Agholisi, who received 1,461 votes, or 4.54 percent, Azumah Yusif Ndago, who received 273 votes, 
In the 2012 Ghanaian general elections, he received 21,900 votes out of 41,106 valid votes cast, or 53.28 percent, defeating Frank Fuseini Adongo, who received 17,082 votes, or 41.56 percent, Mallam Yusuf Isa, who received 1,739 votes, or 4.23 percent, and Atangnaba Abraham, who received 385 votes, or 0.94 percent.

 
Family Life 

Avoka is a devout Catholic who is married and has four children.
